The Center for Long-Term Cybersecurity (CLTC) is a premier research and collaboration hub dedicated to building secure digital futures. Housed within the School of Information at the University of California, Berkeley, CLTC was founded in 2015 to build bridges between cutting-edge academic research and real-world industry and policy needs. Our approach is built on two key pillars: first, to focus on the future of digital security and second, to expand who participates in this field. Our public-private partnerships, research programs, and outputs help decision-makers act with foresight, and our students and alumni represent the next generation of leaders in cybersecurity technology, policy, research and practice.
CLTC is a pioneer in public interest cybersecurity and has a flagship program dedicated to understanding and scaling up cybersecurity for the public good. Our researchers have published and taught widely on the topic of digital security technical assistance, with a focus on activists, journalists, human rights organizations, and other public interest organizations at high risk of politically motivated cyberattack. We built and launched the world's first public-interest cybersecurity clinic, the Citizen Clinic practicum, and co-founded the Consortium of Cybersecurity Clinics, an international network of faculty, students and advocates committed to expanding university-based cybersecurity clinics. In 2023, CLTC hosted the inaugural Cyber Civil Defense Summit, a daylong conference focused on innovations in local and regional cyber defense.
Reporting to the Program Director, Public Interest Cybersecurity, the Fellow will assist with multiple policy projects. The Fellow will gather data and information, collect input from stakeholders, and prepare substantive and compelling issue briefs and reports on topics including municipal supply chain security, cyber volunteering and mutual aid efforts, and free cyber resources for under-resourced organizations. The Fellow will also support planning for CLTC's 2024 Cyber Civil Defense Summit and assist in developing processes, procedures, and resources for the continued growth of the Consortium of Cybersecurity Clinics. The Fellow should have interest and aptitude for evaluating the unique digital security needs of under-resourced public interest organizations (such as public agencies, nonprofits, and small businesses), and the ability to manage multiple projects simultaneously.
This is a 1-year contract appointment at 100% FTE.

30% Coordinates program planning for the 2024 Cyber Civil Defense Summit. Collaborates with CLTC program staff including the events and communications specialist, fundraising staff, and leadership to ensure planning and processes are aligned with organizational objectives. Coordinates with outside contractors. Researches and recommends solutions and presents findings in internal and external meetings.
25% Provides a variety of analytical duties in support of the Public Interest Cybersecurity program including data collection and analysis, interviews, briefing internal and external constituents, formulating recommendations, and writing research/policy reports.
20% Assists in developing processes, procedures, and resources for the continued growth of the Consortium of Cybersecurity Clinics. Using subject matter knowledge in higher education, university-based cybersecurity clinics, and cybersecurity technical assistance, collects and prepares information for use by individual Consortium members, for monthly Consortium meetings and for periodic meetings of the Consortium Executive Committee and subcommittees. Writes briefings, prepares case studies, and surveys Consortium members to make policy recommendations in service of Consortium membership.
15% Performs analysis for multiple cyber policy projects including municipal supply chain security, cyber volunteering and mutual aid efforts, and free cyber resources for under-resourced organizations.
10% Participates in program planning for Public Interest Cybersecurity, assists with project management and administration for cyber policy initiatives. Conducts outreach and collects survey input and other feedback from external stakeholders.
Bachelor's degree in cybersecurity, public policy, business, or related area and / or equivalent experience / training.
General knowledge of a technology-related field with a preference for cybersecurity-related fields, including cybersecurity, threat intelligence, cyber consulting, cyber policy, or research (hands-on-keyboard experience not required).
Proficient in written communication including briefs, white papers, case studies and reports.
Demonstrates ability to liaise with external partners and use sound judgment in responding to issues and concerns.
Demonstrates ability to analyze, research and synthesize large amounts of qualitative and quantitative data with strong attention to detail.
Proficient in project management and tracking. Ability to multi-task with demanding timeframes.
Working knowledge of MS Office, Google Suite, and common project management and collaboration applications (e.g. Monday, Basecamp). Working knowledge of WordPress, Salesforce, Eventbrite and social media is also helpful.
Demonstrated interest in contributing to the mission of the public interest cybersecurity initiative and assisting under-served organizations improve their resilience to cyber attacks.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $28.30 to $38.51 hourly. This is a 100% FTE, 1-year contract position eligible for benefits.
